Worksafe has identified that for residential investment property, PCBUs are required to have an Asbestos Management Plan in place before work is done AND there is a risk of respirable (breathable) asbestos fibres being released.
The challenge is that damage can occur at any time – E.G. water pipes burst, a ceiling cracks – meaning respirable fibres can be released without warning. An emergency call to a tradie for an urgent fix means your property unexpectedly becomes a workplace – to manage this risk, an Asbestos Management Plan should be in place, ready for any unexpected visits, as well as scheduled repair and maintenance.
In most situations, getting a compliant Asbestos Management Plan is simple and does not have to involve undertaking an Asbestos Survey/ Assessment.
ABOUT ASBESTOS MANAGEMENT PLANS
The Health and Safety at Work (Asbestos) Regulations 2016 specifically says that a compliant Asbestos Management Plan can be achieved by “presuming that a building material that may include contain asbestos does include asbestos”
Adopting this approach means that as long as the building materials in your property are in good condition, an Asbestos Management Plan can be developed that ensures compliance AND worker/occupant health and safety, without spending excessive sums on unnecessary site visits.

NEED A PLAN OR SURVEY/ASSESSMENT?
An Asbestos Management Plan details how the potential risks presented by asbestos containing materials in a property will be managed on an ongoing basis.
An Asbestos Survey/Assessment identifies where in a property asbestos containing material (ACM) is located and what specific actions may need to be taken in order to mitigate the risk presented by ACM at the time the Survey/Assessment is taken. An Asbestos Management Plan details how these risks will be managed going forward.
Where the presence of ACM is likely and the material is believed to be in poor condition and/or works (renovation or redecoration) are planned at the property that are likely to disturb ACM, then an Asbestos Survey/Assessment should be completed as well as an Asbestos Management Plan.
